Can the newer models that don't use coins be programed to have a pay cycle and a take cycle without the casino having to open up the door and manualy reset the computer? In other words~Can a machine be tight all night long and then at say, 9:45pm start paying out more quickly when the casino is more busy?

You can't hack a modern slot machine. These days in a big casino they are all connected via a network, if a machince did start to payoff in an unusual manner, it would automatically shut down on you. And even if it were not your fault, the casino would come over and take away ALL your winnings saying that the machine was malfunctioning, and your wins are not valid.
